China Mobile Shandong: Mobile SIM Card Replacements and Exchanges Will Be Fully Charged Starting May 7th
China Mobile Communications Group Shandong Co., Ltd. has issued a notice adjusting the fees for SIM card replacements and exchanges, clarifying that from May 7, 2026, the business of replacing and exchanging mobile SIM cards within the province will be fully charged, and free services will no longer be provided. The announcement shows that the fee standard will be differentiated according to card type, with a fee of 20 yuan per replacement/exchange for ordinary USIM cards and 25 yuan per replacement/exchange for Super SIM cards.

When handling replacement and exchange services through online channels, in addition to the corresponding card fee, postage fees will still be collected according to current standards, subject to the display on the processing page.
This policy is a regional adjustment for Shandong Mobile and is not a nationwide uniform policy for China Mobile.
Previously, China Mobile has implemented a fee for SIM card replacements and exchanges in provinces such as Shanxi and Henan, while regions such as Beijing, Shanghai, and Fujian have not yet released similar adjustment announcements.
