Woman and Man Clash at Bus Stop Over Smoking, Official Report Released
On April 25th, a netizen posted that a woman in Shenzhen intervened to stop a man from smoking at a bus stop, leading to a dispute. The woman extinguished the man's cigarette with a drink, and the man retaliated by throwing the drink back at her. Both parties called the police, and the incident has garnered widespread attention.

This evening (April 25th), the joint investigation team of Guangming District, Shenzhen, released a report on the incident. The report is as follows:
At approximately 5:20 PM on April 24, 2026, at a bus stop on Tongren Road in our district, Wang Moumou (female, 29 years old) and Chen Moumou (male, 33 years old) had a dispute after Wang Moumou attempted to stop Chen Moumou from smoking.
Wang Moumou splashed the juice drink she was carrying onto Chen Moumou’s right hand holding the cigarette, and then discarded the disposable plastic juice cup on the ground. Chen Moumou, seeing his hand and trousers were wet, picked up the drink cup from the ground and threw it at Wang Moumou.
After receiving the report, police arrived at the scene to handle the situation. Due to both parties refusing to yield and insisting on pursuing the other’s responsibility, the police lawfully escorted both individuals to the public security organ’s law enforcement and case handling center for investigation, and conducted personal safety checks on both of them as required.
During the process, a female staff member conducted a check on Wang Moumou in a separate, enclosed area. After communication and mediation, at around 10:00 PM that night, Wang Moumou and Chen Moumou voluntarily reached a reconciliation and signed a “People’s Mediation Agreement,” agreeing not to pursue each other’s responsibility.
Regarding public concern about smoking violations and penalties at bus stops, according to the sixth provision of the second paragraph of Article 8 of the “Shenzhen Special Economic Zone Smoking Control Regulations,” the area within five meters outside the pedestrian entrances of public transportation station buildings, as well as the outdoor platforms and waiting areas of public transportation vehicles, are designated as legally prohibited smoking areas.
After verification, the man’s smoking in the above-mentioned area violated the “Smoking Control Regulations.” The transportation enforcement department, in accordance with the provisions of Article 32 of the regulations, ordered the man to correct his illegal behavior and imposed an administrative fine.
It is worth mentioning that in 2025, Shenzhen introduced the nation’s first local standard, the “Norms for the Construction of Smoke-Free Venues.” Therefore, Shenzhen is known as “the city with the strictest smoking control on the mainland.”
According to the “Shenzhen Special Economic Zone Smoking Control Regulations,” all outdoor platforms and waiting areas of public transportation vehicles such as high-speed railways and train stations in Shenzhen are designated as non-smoking areas.
Passengers and citizens can use the “Don’t Smoke” mini-program to “snap and report smoking” and report violations at any time.
